Senior Fellow, University of Ottawa’s Graduate School of Public and International Affairs
Patricia Fuller is a Senior Fellow at the University of Ottawa’s Graduate School of Public and International Affairs. She has extensive experience in international affairs and public policy. Prior to her retirement from the Government of Canada, she was Canada’s Ambassador for Climate Change, leading engagement with international partners on initiatives related to climate change mitigation and adaptation. She has represented Canada abroad as Ambassador to Chile and as Ambassador to Uruguay and was posted to Mexico and to Guatemala earlier in her foreign service career. In Ottawa, she was seconded to Natural Resources Canada, where was head of the Office of Energy Efficiency, and to the Privy Council Office. At Global Affairs Canada, she served as Director General for Economic Development and as Chief Economist. She also has experience with trade policy, having managed a number of complex trade remedy files including softwood lumber and aerospace.
Patricia Fuller holds a MSc. with distinction in International Political Economy from the London School of Economics and a Bachelor of Arts in Economics and Political Studies from Queen’s University.
